Biden’s Artificial Intelligence Executive Order: Action, Standards, and the Impact on US Government Security, Trade and Industrial Relations (Extended Abstract)

The measures in Biden’s executive order aimed at powering up US government AI include the creation of a dedicated job portal hosted at AI.gov to draw more experts and researchers familiar with the technology into government. 500 artificial intelligence researchers will be produced by a new training program.
But, an executive order is not a permanent law and generally only lasts the length of Biden’s administration. Some politicians want to pass laws on artificial intelligence before the end of the year, despite the fact that lawmakers are still discussing how to regulate it.
The Biden administration first released an AI Bill of Rights outlining a set of principles developers of AI models should follow. The White House and a number of artificial intelligence players went to work on a series of agreements.
Agencies are directed to address job displacement and produce a report on the impact of AI on the labor market. The White House ordered the launch of a National artificial intelligence research resource to give key information to students and businesses, as well as giving access to technical assistance for small businesses. The rapid hiring of artificial intelligence professionals was directed by it.
The order has eight goals: to create new standards for AI safety and security, protect privacy, advance equity and civil rights, stand up for consumers, patients, and students, support workers, promote innovation and competition, advance US leadership in AI technologies, and ensure the responsible and effective government use of the technology.
The White House wanted Congress to act on data privacy regulations. Federal support for the development of privacy-preserving technologies is sought by the order.

The Department of Homeland Security and the Department of Energy have been directed to address the threat of artificial intelligence to infrastructure, while theNIST will develop standards to “red team” models before their public release. Developers of large AI models like OpenAI ‘s GPT and Meta’s Llama 2 are required to share safety test results.
Several government agencies are tasked with creating standards to protect against the use of AI to engineer biological materials, establish best practices around content authentication, and build advanced cybersecurity programs.

The order encourages immigrants with skills in artificial intelligence to come to the US to study and work.
“AI can use data — your own personal data — to make social media even more addictive for you or your kids. That’s not a positive thing. Data can be used to discriminate against a person who wants to buy a home. That’s not right, said Zients.
Biden sees the potential for artificial intelligence in helping develop new drugs and cures for cancer, while giving remarks about the executive order on Monday. But the White House has also expressed concern about the drawbacks, such as “seniors being scammed by voice-cloning technology,” Zients said.
The Defense Production Act allows for the White House to have some power over new products but there’s still no enforcement power, so Congress will have to act.
“At the end of the day, the companies can’t grade their own homework here,” Zients said. “So we’ve set the new standards on how we work with the private sector on AI, and those are standards that we’re going to make sure the private companies live up to.”
But Biden’s executive order will require the government to set new standards, tools and tests for red-teaming – and will require companies to notify the government and share the red-teaming results for the products that could pose major risks before releasing systems. When it comes to national security issues, the Defense Production Act gives the president the authority to require companies to do so.
Tech companies use “red-teaming” of products to find potential issues, like misinformation or racism. The major developers have already agreed to red- team their systems in order for the White House to release them.
The president on Monday will take a number of executive actions, including establishing oversight of the rapidly evolving artificial intelligence sector, along with setting new safety standards for the technology, as well as a federal “pressure tests” of major systems, according to the White House chief of staff.
Part of the order requires large-scale computing clusters that are essential for training the most powerful artificial intelligence systems to be reported to the federal government. The government wants to understand which entities from nations that are competing with the US have strong artificial intelligence capabilities.
The executive order requires the Department of Energy to evaluate how artificial intelligence can contribute to biological, chemical, or cyber attacks. The UK government included the possibility of advanced AI enabling biological and chemical attacks in a report last week on potential threats posed by the technology.
White House deputy chief of staff Bruce Reed, who is chair of a newly formed White House AI Council to ensure compliance with the order, calls it “the strongest set of actions any government in the world has ever taken on AI safety, security, and trust.”
Divyansh Kaushik, an associate director at policy research group the Federation of American Scientists, who helped draft portions of the executive order, says those could be among the most influential pieces. People forget that talent is the biggest problem in the federal government.
